Given the uncertainty the Agrii have regarding the AI, having something more... direct? Might be more acceptable and maybe even help the Agrii be more prepared if another emergency happens. Right now the adults don't seem to be as eager to engage in He-Row activity, and the younger ones pick things up more quickly. Learning how to be more aware of their surroundings so they can respond is better overall.
Donnie will offer a counterpoint because he knows, given the tensions and factions, that this might be seen as a power move and favoritism from the He-Rows. Which isn't their intent, they just want the Agrii to be able to be better equipped for emergencies so something like the explosion doesn't throw everyone in a panic again.
