Viktor didn't exactly start but he did turn his head quickly at the sound of the voice. Luckily he had a lot of experience dealing with someone of much smaller stature since Heimerdinger was a lot smaller than even this person. But it was odd to see that stature on a human (or what Viktor assumed was a human at least)
