"No," Steve says honestly. He has no reason to as far as he can see. Billy hurt the people he cared about and there hasn't been enough contrition about that fact for him to trust it won't happen again. If this were only about him then maybe Steve would take the risk and err on the side of forgiveness, but it's not. He has to be cautious.
