Ooh, just about anything is believable about the creepy guy in the woods

Maybe it's kind of unintentional spin, like Tony starts telling people something he believes about his universe Bucky? At Tony's canon point, he doesn't even know Bucky's alive again, he basically just knows the propaganda.

Or Claudia does it to try to lure him out of hiding to play with

That might be a possibility. Bucky hasn't gotten to the point of meeting Tony in his canon yet either, they are each other's worst first impression, there's probably tons of suppositions on both sides
