Connor is an android, and so while he does not consider himself disoriented, his internal decision processing completely breaks down when he abruptly boots up somewhere that is not Detroit with all his network connections severed.
No wifi, no data, no access to the secure satellite uplink to CyberLife's cloud. He closes his eyes and finds he can't even access the Zen Garden, which sends his processors into a spin. He's never not been in contact with Amanda.
This is not an ideal operating situation. And right when he learned the location of Jericho, too!
Could this potentially be some sort of hack by the deviant androids, meant to halt his investigation? That's one possibility, and the idea of makes Connor...
Well, not mad. He can't feel anything, after all. But it would definitely impede his current investigation, which, as noted, is not ideal.
His decision algorithms whir and process and give him a command.

Standing out in the open is not conducive to his mission, and, surveying the scenery around him, he doesn't see anywhere that is "secure". He overrides this command.
> Contact nearest human authority for instruction.
The area is also deserted. He overrides this one as well.

Well, he can't argue with that. Literally, as this command can't be overridden. His algorithm has no other options.
For anyone observing this from the outside, it's probably odd to see a man standing stock still in front of the fountain, the loop of LED light on his head pulsating yellow. But it finally goes blue, and the man starts to move, looking around as he gets his bearings.
B: Fountain (but later)
After finding the initial data point, Connor has the necessary information to understand his situation. It's still not ideal, because it doesn't seem any immediate way to return to Earth is available. A quick scan of the network tells him that none of the humans (or other sapient creatures) here have discovered a way back, either.
(It doesn't particularly concern him that there seem to have been other androids here in the past, including others that share his name and model number. It's not like he's unique, after all.)
With his new information, his decision algorithms fill with commands, the highest priority being finding the nearest human (or otherwise organic) authority and receive commands from them. If CyberLife isn't here, and the Detroit Police Department aren't here, then he must fall in line with whoever has jurisdiction over this planet.
Unfortunately, the network doesn't have any useful information. No useful information, and no way to contact Lieutenant Anderson...

"My name is Connor, and I am a CyberLife android, model RK800. Can you tell me who has authority over this jurisdiction? I should report to them immediately."
Succinct and to the point. If he's lucky, this person won't be as grouchy as Lieutenant Anderson...
