Luca keeps repeating that because he doesn't know what else he should be thinking or saying right now. Everything is so scary: he was pulled from his train to Genoa into a whole new world. He is aware there are many planets and many galaxies, but he didn't know he could just be pulled into one with no warning like this!
Luca's first instinct is to run to the ocean; perhaps he will find other sea creatures like him that can give him a hand. He worries about Giulia whom was on the train with him, and his thoughts also go to Alberto and his family, who stood behind at the train station.But there is no train and no trains station, so... maybe they aren't here.
Being alone is scary.
He finally arrives to the beach, panting from all the running. The problem is that there are more people around. he is a bit glad for it - he doesn't want to be the only one! - but now Luca is also pretty scared. If these people never saw a Sea Creature... they could hurt him. Even though the town of Portorosso has accepted them, he knows the rest of the world still doesn't know about them. Specially not a new planet.
Therefor, luca suddenly stops when he feet touch the sand, nervously looking around while he tugs at his shirt. What should he do, what should he do?!
Probably ask someone for help, yeah. So he approaches someone, awkwardly trying not to be in the way, but also trying to be noticed ]
U-uhm... I'm sorry I... I'm new here and I have some questions- [ oh this will go great ]

[ Once the initial freak out has subsided, Luca decides he should just mingle with the people that were also brought here. He heard of this thing called "aliens" which are people who live in other worlds and aren't human, so the thought is nice. Maybe he will meet non-human friends and so he won't have to hide, right?
Still, he does stick to his human look - well, he is on land after all - and avoids getting wet. Just in case these aliens are actually very much like humans and would be scared of Sea Monsters. Whoever passes by him will be greeted with a friendly "CIAO!" as Luca passes by, walking through the streets of Temba with a big smile and a confidence of a 13 year old boy that might crumble the moment someone looks at him wrong.
Anyone is welcome to talk to him, but otherwise Luca will just walk around aimlessly, trying to get to know the streets. Even if he is nervous and scared, Luca wants to learn about this place, so he will do his best ]

[ Luca knows how to read, but OH BOY this is a whole new thing for him. Not even back in Portorosso they had these... communicator things. So he does what anyone his age would do when faced with something he has no clue how it works: he pokes it a lot. Taps the screen, sees things popping up, doesn't get what [REC] means and eventually a video of a kid is posted to the network ]
What does this even do.... maybe it's like a phone... [ he fills up his lungs with air and then screams into the communicator: ] HELLO, CAN YOU HEAR ME? [ no response though. ] ... maybe it's like a moving picture. [ yeah, maybe "communicator" is what they call movies. Maybe ]
