[Event] Storm of Memories

Being a He Row on Agra-10 means life has a lot to it that isn’t certain. Who knows when the people you have come to know are going to leave, or when new people are going to come into the picture. Are those you are surrounded with the sort to become your best friend, your lover, or your most deeply held enemy? Would the greatest dangers you face end up being animals or monsters, the powers that hold sway beyond your ability to lash out at, or perhaps do they come from nature itself?
At least on that last matter new advances have been made, thanks to the forging of new bonds with the Agrii as well as new programs tunneled into their systems. Think of it like a specialized form of weather tracking satellites, created by the sensor suite on a ship well beyond your current reach. It picks up the tell tale signs of approaching danger in the form of an energy storm, and two systems launch into activity. First of those is something that those who may have pried into the Agrii computer systems may have learned: the Agrii Ship begins to move to a safe distance. The second thing is relatively new, and resultant from a deep bond forged between two young people.
So, on the morning of June 11th, a general message triggers on all He Rows communication devices. It’s audio, and this time it isn’t the familiar tones of Ga Re. This time it is a nervous voice. A child’s voice.
From there the audio message ends, and unless someone sets up to reply quickly, chances are they won’t get back in touch with Te Mi for a bit. Storms really do play hell on electrical systems. But what does he mean by ‘small ice ball storms’? Those He Rows that don’t heed the warning, or don’t get it as they don’t keep their communication device close at hand, will get to find out. But that doesn’t start until the next day.
True to Te Mi’s word things are different when the storm hits the next day. Actually, it might be more accurate to call it storms, because there isn’t just one. It’s more like there is a small cluster of them that end up rolling over Temba irregularly over the course of the next week. They blow in suddenly from the west, cover only parts of the city with their darkened skies and vision reducing rain, linger over an area for almost an hour, and then seem to roll on. Sometimes they strike where no He Row is, leaving them as dangerous zones one can deliberately walk into. Other times they seem to strike just where He Rows are gathering. What is true is that they don’t seem to be predictable.
Like with the storms of the past He Rows can expect to lose all power, meaning electricity, technology, and also any special abilities they have. This is always a risk for the coming and going of energy storms, the risk beyond the rain and winds and lightning. Navigating within the limits of even these localized storms will be just as difficult, confusing, and dangerous as they ever are. There is one other notable change, though, over the smaller size and the strange comings and goings of the energy storm.
It’s the energy ghosts. In the past they have been strange enough. They appear in the forms of people you know from home, people who have gone home, people you think you remember from once upon a dream. They still linger, sometimes in a distance, sometimes ignoring you, sometimes beckoning you into harm by guiding you into unstable buildings, toward the edges of unfilled holes in the roads, or even near the edge of the pit down into the mines. But that’s only a few of them.
No, the bigger problem is that this time there aren't only people familiar to you in the storms as these ethereal spirits. This time you might see yourself.
Whether the ghost you see is friend, foe, or something else, if they are familiar to you then they might just wait. Wait for you to get close enough to almost reach out and touch them. In the moment, that close, you realize something. They don’t just look familiar, they look perfectly out of a memory. Which makes sense because once you come close enough that memory comes to life. This ghost isn’t trying to lure you to something, this ghost is showing something.
In fact, the whole storm seems to be getting in on the action. Suddenly the thunder isn’t really all that obvious, and the rain doesn’t seem to be soaking through your clothes. All that obscured visibility from the rain, well, it’s now starting to look like somewhere you’ve been, somewhere you remember. And that ghost, well maybe they aren’t alone now. If they were you, maybe they are you but younger to fit the situation. Or maybe they were a friend and now more of your friends are appearing. They are like actors in a play, except the play is a moment in your own life. A moment of memory that you can step into and play along with, or if you’re being stubborn and refusing it, well, the storm can provide an energy ghost to play that role just as well.
Maybe this moment was traumatic. Maybe it was inspiring to you and shaped your life. Maybe it was your greatest defeat, or your most lofty victory. What matters is that it is a moment that marked you, a moment that led to you becoming who you are.
And you’re not the only one who can see it.
No, those who have been here for more than a year might connect the strangeness of this storm to something else. Something from this time last year. Something from this time two years ago. Something from many years before that if they were with the Fleet.
It seems like this time you weren’t brought to it.
No, this year Calibrations was brought to you.
What are the dates of this event?
Can I opt out of this event?
Are any areas more likely to be hit by the storms?
Can we use the ships to ride out the storm?
Do normal power loss rules apply?
Will the Network work during the storms?
Is this event actually a full on Calibrations?
How many memories can we show other people?
Do we have to play out the role of our character in their scene?
Can these memories be interrupted?
Are there any long term repercussions to this new storm?
Wait, I had another question!
Okay but did you really just imply Agrii have heat vision?

Ping frequency to Donnie's spam tablet? Anything relevant he might be able to grab from notifs?
Will storm effects have the same result with any manual power-generating devices?

Notifs on his tablet, if he picks through the spam of them, will advise him that the Agrii ship has started going through the process of removing itself from nearer orbit. Given what he's learned he can probably extrapolate from that why it is, especially with Te Mi's announcement shortly after.
The storm affects all electricity generating/using devices. If you had a windmill up and running and it was windy, it wouldn't stop spinning, but for some reason the charge would fail to take into the battery. Or to be passed on anywhere else.
Get back to us on what you mean by ping frequency and with any other questions.

Thumbs-up on the power generating- prime opportunity to test and confirm that. It'll be annoying but at least it's another piece of information.

He can actually get a filter that equates the 'move further away from planet for storm' to function. Congrats. It seems like this one is going to be useful.

This question is more generalized but will the storm effects be the same for the "explosion crew?"

And in the case of the drifting would it be able to send locational data etc to a receiver in Sh'Ka ...and maybe Donnie's comm if the network is still somewhat running.

Either way the balloon would be carried off until eventually the pressure would do what it does to most weather balloons: pops them. Sadly without data in this case. Truly I wish that wasn't the answer because it's a brilliant angle of attack on the problem of the storms, but the very nature of the energy storms would fry the data gathering instruments. At best if he loaded the balloon with manual only reading devices that could be protected from the eventual fall to earth and still have that one reading preserved, he could get that grand total of one reading from the very front of the storm

...he is also already considering possibilities rhat won't require a ship to get airborne.

There I have a suggestion too. Either consult Jon and his knowing power, or lace the equipment with something distinctive that Donnie would normally have tech to scan for. Kid's smart, he'd probably be able to build something, or failing that, possibly talk an Agrii through calibrating their own ship scanners to find a lost item like that if he's got something particularly noticeable.
He's not going to get much data from a single storm though, given all his devices will need to be completely lacking in electronic components. He'll have to really work to find ways to contrive the manual devices and somehow pair them to something to log results. But we'd probably limit it to one readout. Though he will likely have other opportunities in the near future to gather more.

So I have been thinkering about this and how Donnie would have packed the thing since Google fails me on how people used to do anything without technology (lol I'm not trying to predict a storm so stop telling me to go outside and stick my finger in the air) and I am figuring...
I am not nearly as smart as Donnie so I don't know what all he'd be looking for short of anything and everything from every angle possible, although at the same time this was also a rush job, but you can bet he's going to be working to improve for the next time around
his project list is so long guysno subject

Ghost vehicles are more complicated in that the memory will more be WITHIN the vehicle if that's where the person is. Guess the viewer is in the back seat or something.

1) You're correct. Storms normally only temporarily knock out power. It has never 'fried' something before. With evaluation it's going to become apparent that this thing has been hit with so much lightning that some of the internal wiring started to melt. This is common on things on the ground. Weather balloons (and clearly Donnie's since he's knowingly sending it up into something where there would be lightning) would be shielded to help protect from this. As you noted in your second point: insulated. And yet still this thing seems to have been hit so repeatedly and so hard that it's been fried in some places. Enough places to make it unusable.
Except here's the thing. If Donnie REALLY looks into it? The areas where he used a lot of internal electronics? They never got a single reading. Which likely means they were damaged before it was sent up. Whether this conclusion is one he reaches quickly or takes some time to occur to him, trust that Donnie will figure it out.
3) Since the storm would drain power immediately once it hits the balloon, he could set up something to save the data he collects before that point, yes. That is quite reasonable. Some methods might work with just setting up print outs if he wants secondary backup in addition to digital information storage.
4) Readings that would remain at a given number/level will depend on how measurements are taken. If they are made through digital means, they'll read maxed out or 0 because that would be what happened once the storm hit the electronics and they would not move from there. Manual read outs/gauges would remain at the given number/level if it's one use. If it's variable use, it would probably read at the highest level it experienced or the last reading it got depending on if Donnie set it up to record extremes or take only the last reading.
5) Oh now HERE is the part Donnie's actually going to get the most interesting data out of if we're honest. Oh yes, there is definitely residuals on the outside of the balloon and whatever is housing the equipment. He is going to find a high concentration of strange mineral/particulates built up on the outside of the weather balloon. Understanding what it means will not be possible with the Engineering datapoint. He will ultimately need to switch to or consult with someone with Agricultural to figure out what is going on. What that will find him is that this contaminate matches some strange contamination in the soil around the cities that has been hinted by the plantkin (and through a previous event) to be the cause of mutations in the non-sentient plantlife on Agra-10. The storms really do bring some material that contaminates the plant life here and causes problems with natural development. More research might need to be done.
